In 1880, school attendance became compulsory for children between the ages five and ten. Initially, this was difficult to achieve, with many children staying at home to work. To encourage participation, personally engraved medals were presented to pupils with 100% attendance. The Newport Education Committee awarded white metal medals
for one year; bronze for two years and goldplated for four years of complete attendance.
