In 1948, Vietnam was still under French colonial rule. Ho Chi Minh and the Vietnamese resistance movement were fighting for the country's independence. At that time, the exiled Vietnamese government, led by Ho Chi Minh, needed a national currency to strengthen its legitimacy and facilitate economic transactions within the areas it controlled.
However, since Vietnam had not yet regained its independence, it did not have access to the infrastructure and resources necessary to produce banknotes in a formal manner. As a result, artisanal banknotes were created to meet the economic needs of the resistance movement. These banknotes were often handcrafted, using locally available materials and techniques.
These artisanal banknotes were primarily used for symbolic and practical purposes within the Vietnamese communities controlled by the exiled government. They helped to reinforce the sense of national identity and independence of the Vietnamese people during this period of struggle for freedom.
