This 2 franc banknote was issued by the Chambre de Commerce de Boulogne-sur-Mer on 14 August 1914, just a few days after the outbreak of the First World War. It belongs to series A1 and is a representative example of the emergency currency issues produced during this pivotal period in French history.
At the outbreak of the 1914 conflict, general mobilisation and widespread hoarding caused an acute shortage of small change and banknotes in circulation. In response to this situation, many French chambers of commerce were authorised to issue their own necessity notes in order to compensate for the lack of liquidity and to maintain local commercial exchanges. The Chambre de Commerce de Boulogne-sur-Mer, a port city in the Pas-de-Calais, was among the first institutions to respond to this urgent economic need.
This type of banknote, commonly referred to as a necessity note or chamber of commerce note, was strictly local and temporary in nature. It circulated primarily in the region of issue and did not have the legal tender status of Banque de France notes, although its acceptance was generally ensured by the trust placed in the issuing institution.
Its face value of 2 francs makes it an intermediate denomination, designed to facilitate everyday transactions in a context of monetary scarcity.
These 1914 chamber of commerce notes are today direct witnesses to the economic upheaval caused by France's entry into the war. Their interest lies as much in their documentary and historical value as in their relative rarity, particularly for well-preserved examples from the first series of issue.
