The royal ordinance issued in France on November 19, 1836, officially established the Chamber of Commerce of Valenciennes (ordonnance royale du 19 novembre 1836 créant une chambre de commerce à Valenciennes) during the July Monarchy under King Louis-Philippe.
When a town—such as Valenciennes or Sarreguemines—gained royal approval for its bank via these 1835 decrees, they celebrated by striking high-quality commemorative medals. Local administrative board members, elite initial donors, and municipal founders were given these medals to cement their association with an institution meant to bring financial security to the working public.
